Means of disconnect

I have some kitchen equipment, not under vent a hood.
The panel is 15 ish ft. away on the backside of a wall thats there just to change the direction of the entrance.(panel is not in sight)
3 phase dishwasher 20 amp and 240v ice maker.
Does the lock on the panel door qualify as a locked out breaker.?
So I can hard wire the equipment.

IMO, Step 1 is to determine if either appliance has a unit switch that actually disconnects power to the equipment. If so, 422.34 would allow the breaker to be the "other disconnecting means".
If there is no unit switch and the appliance has a motor over 1/8hp then you must have a disconnect in sight from, if the motor is 1/8hp or less then you can use a lockable breaker.

Just make sure the unit switch actually brakes line power and is not simply a "control" switch.

can you put a padlock on it?

Motor operated unit, out of sight pad locks don't make the cut.

We end up installing disconnects for them.
