You use a watt-meter to measure power. This many necessitate using current transformers and potential transformers if out of the basic range of the watt-meter.

If you want volt-amperes, then use a voltmeter and ammeter.

Indirectly you can use a watt-hour meter, but you need a steady load and voltage.

There are three phase watt-meters that simultaneously measure the total power of a three phase load. In the past I have used one to estimate the nut torque in a pinion preload adjustment machine.
