Medium Voltage Secondary Grounding on a Single Phase Transformer

I am an engineer that is developing a test circuit for ASTM D2303. The circuit diagram from ASTM D2303 (page 3) indicates that one of the secondary conductors on a 1ph 3.75kVA 115V:7.5kV transformer should be grounded, as well as the enclosure.

  1. Do I need to route a separate GEC to the test setup outside of a standard wall outlet on a 20A breaker? My largest AWG wire is 14AWG for incoming power.
  2. Do I need to use a resistance grounded system based on the voltage level of the secondary?
 
I worked on a test lab and we put in a small panel in the lab room, and they had us run a #6 bare out of the panel to external ground bar. Then the test engineer can attach to that without opening the panel. I am not sure what the code says on it but thats what I have done.
