What portion of an existing electrical system needs to be upgraded before compliance complete compliance with current NEC is required?

:D The answer to that question is up to your AHJ. It is different in every area of the country and the NEC has nothing to do with that requirement. :-?

Try local building codes/amendments. Calling your local electrical inspector would be a good place to start.

If it is a workplace, OSHA 1910 Subpart S (also) rules and distinguishes between installations based on when they were built. SOme items need to be in compliance regardless when thery were built.
 
Most of the states, if not all, have adopted the International family of codes and included their own state-wide enhancements to the I-Codes. Nearly every state has some version of the Existing Buildings Code which lays out different percentage rules, etc. Check with your building official. :)
