"Megger" is a trade name for a high voltage insulation resistance test. It's commonly used on motor windings and circuit conductors in general.

Google "A stich in time" and download it. I am suprised an electrical engineer is not familiar with this test, it is pretty basic stuff.

That is true, I suspect it has a lot to do with the type of EE degree also.
