What else would you connect your grounded (neutral) conductor too? That is assuming you're talking about the POCO's triplex.

If you're just talking about as an EGC using your own triplex, then yes.

In a cable like you are describing the "messenger wire" is a steel strand within the other strands of copper or aluminum that is intended to be used as a grounded or grounding circuit conductor. Your specific application may determine if it can be a "grounded" conductor or not, but it can nearly always be used as a "grounding" conductor.
