Metallic joist and decking roof qualify as grounding electrodes?

I may be corrected, but, to me the simple solution would be to drive (2) ground rods (if you have no other electrodes) and connect them to the building steel. This allows your building steel to be used as a grounding electrode conductor. Bond it to your service per 250.104 & bond interior water to the steel.

That's what I was saying. Even if the building steel does not qualify as an electrode, it can still be used as a conductive pathway between electrodes and equipment requiring them.
