Can anyone tell me how high the meter needs to be above the ground level and how high the panel needs to be above floor level.

Meter heights are determined by the local power company and you can most likely get that info on your local power company web site if not a phone call to them.

The panel itself can be on the ground or up as high as you want as long as the highest breaker handle is not above 6'-7" (2002 NEC) when in its highest position.

There is a minimum height for mobile home main disconnects 550.32(F)

I've heard generally for a meter between 3 and 5 feet to center of the meter.

Our power company wants them between 4 1/2' and 5 1/2' to the center of the meter. I usually put them at eye level for the meter reader. I've seen some a foot off the ground and some you need a ladder to read. I relocated a meter in a basement that was near a window, the power company had a 90 degree fitting that plugged into the socket with the meter on the other side. I guess so the meter reader could look in the window and read the meter. :roll: Now they can read your meter from down the street.
