the company I work for has us jump all the meters on the meter-bank with #12 wire so we can test all the sub panels in the apartment and the branch circuits

The ocpd for eaxh apartment is 100A

How is using a #12 jumper safe ?

If there is little to no load nothing will happen to the jumper. If you're running high wattage electrcial appliances then there might be an issue.

You're effectively installing fusible links. My first boss tested transformers with #18 wire.
