Meter cans and mast not grounded?

I guess the fact that it is line side explains it.

One more concern for me is that if, by some unlikely event, the poco neutral were to become disconnected, and the meter pan were to become energized, in this particular install there would be a potentially deadly situation, since the conduit is PVC.

Maybe not likely, but possible and undetectable if the GEC functions adequately as grounded conductor.
