meter connections

Is it an NEC violation to peel back one strand from the secondary wiring lug connections on a pad-mounted transformer to provide voltage for the meter?. This has nothing to do with the utility company which I know is not subject to the NEC. My company owns the transformer. Wire size is 350 kcmil, copper.

That's called 'giving it a haircut'.

The proper way to haircut conductors is to remove the center strands, not the outside ones. That way, when you are done, nobody can see that you did it.

Out of sight, out of mind, right?

Just kidding. It's best to use adapters. I don't think the NEC addresses the issue, but the NEC is a bare minimum standard and if you follow it to the letter you are the worst electrician allowed by law.
