The panel statement on the PI that added the exception says: "This exception provides the AHJ with the ability to permit the installation of up to six disconnects in a single enclosure in equipment installed in compliance with editions prior to the 2020 NEC."
That is also how I read the text of the Exception, but it could be clarified.
I redone service in a school building a few years back. About the third new service in ~25 years to that facility, this one we upgraded from single phase to three phase - mostly because boiler installers had three phase circulation pumps, but we thought we were making it somewhat bullet proof for further addition for adding a chiller in the future. The new service was MLO I-line panel with less than six mains. Even included a (main) breaker with no load connected to it to supply potential chiller.

Now if/when that time comes they decide to add the chiller, I suppose is possible inspector can reject adding it to that intended breaker:cautious:
