Does a meter pedestal with or without a main breaker require a grounding electrode system? I always thought the answer was yes but in a recent class I attended, the instructor said that a pedestal is not considered a structure but rather a piece of equipment.

I should clarify.......This would be a pedestal that is not attached to a structure but rather standing out in a field, etc.

It it has the main breaker then the main bonding jumper has to be in that enclosure and the grounding electrode conductor is required to connect at the location of the main bonding jumper.
If there is no main, the meter pedestal is just bonded to the neutral.
