Meter socket splice

Installing a new 100A meter socket outside. Service drop wires are properly sized(#4) already. When installing new meter socket, can the neutral conductor be cut, then run a new #4 from the meter to the panelboard and simply land both #4's on the the lugs in the socket?
 
Are you asking "as opposed to an uncut run from service point to panel". If so, every meter socket I have seen is made to accept one supply and one load side neutral. Hopefully yours is also.
 
Some of the old meter sockets had one nut with a square steel washer that clamped down on the neutral for a lug, although I have seen many with doubled up neutrals under this clamp + the GEC, I think it was always intended for a feed through neutral, but some meters today that have layin type lugs, I will still strip out the neutral and lay in and not cut it, I like the idea of not having one more splice point for it to go bad, but either way is good to go as far as code goes.

I have one of those sockets and just repaired the neutral lug. It is big enough to easily fit two wires (one on each side) and also made so a pass through would be fairly easy.
