Some of the old meter sockets had one nut with a square steel washer that clamped down on the neutral for a lug, although I have seen many with doubled up neutrals under this clamp + the GEC, I think it was always intended for a feed through neutral, but some meters today that have layin type lugs, I will still strip out the neutral and lay in and not cut it, I like the idea of not having one more splice point for it to go bad, but either way is good to go as far as code goes.
