I've seen the PoCo even resort to totally disconnecting the drop at the house and coiling it up and hang the roll on the pole.

I've always seen them just directly landing the wires from the cord under an existing 220 V breaker or sometimes they can plug into range or dryer plug.

around here they open the panel up and clamp directly to the bus bars with jumper cables to power the sanders
