Metering for multifamily units

I often get asked questions about the rules for metering and where or who says what is required.

This question often stems from one tenant paying for another tenants electricity for one thing or another. Or who pays for the hall lighting and storage room electricity.

One lady was upset because the construction workers tripped her breaker when using a hallway receptacle during a remodel job on another unit.

Is there some literature that has the rules for this? Is this a utility issue? Anything in the NEC?

Would seem there has to be some rules for this just cant find it.
 
In the area where I work, for multi family buildings, the Utility company will come to this womens rescue. If they were to find (via hiring an electrician) power coming from her panel supplying other than her apartment they will fine the building owner, calculate her losses and she will get reimbursed from the owner and the owner will be required to have the wiring repaired immediately.
 
I'll let someone else post the code section (my book is not handy), but common area lighting, power, etc are not to be fed from tenant panels. Any hall lighting and receptacles need to be fed from a "landlord" or "house" panel.

Around here, the poco couldn't care less about this issue. The building and electrical inspectors....that's another story. ;)
