MH ballast output Volt

I saw that the electronic ballast continues to try to start the light...10 to 30 minutes...how would you know to avoid the 20k voltage while metering???
 
A meter with Logrithmic Display could indicate this very wide range of voltages.
But, then you may have to design your own.
I did this on a smaller voltage instrument, with 7 decades of resolution, at 1 percent.
Your scale would have to range from 20K to .2K which would be 3 decades.
I designed a logrithmic amplifier for this purpose.
The instrument is posted on the Linear Technologies SPICE forum website.
You would have to bridge the input
to bring your sample voltage down to the 0 - 100 volt range.

Not every electrician has done this kind of instrumentation,
nor likes to think about these things.

Most of my associates buy instruments.

I don't think you will run out, and jump on this horse!
