Does this come in 600mcm? I see it on the feeder schedule but someone said they don't make it.

Even if someone makes it you would not want to install 600 kcmil MI cable.

Had a scenario where there are (3) hots and (1) ground for the MI cable but was told the ground is not needed because the sheathing of the MI cable on the phase conductors is the ground. Is this true?

Yes the outer jacket qualifies as an EGC.
