Minimum CB for motor is 15A?

Is it true that even with a 480 3PH / 1 HP motor / 2.1Amps I can only use a 15A CB and not smaller?

Where is this in the code covering this?
It is also permissible for me to use 14AWG for the motor? Seems somewhere there was a statement about 12AWG as minimum size for motor conductor.

There is no code requirement for #12 as a minimum. It is a common industrial spec though. Purportedly because #12 is less likely to be damaged when pulled.

Take a look at 240.4 (B) and T240.6(A).
