This project has a 480V switchboard lineup that was set at 36" from a 2 layer 5/8" gypboard on metal stud wall in accordance with Table 110.26(A)(1) Working Spaces. But the Inspector claimed this to be a grounded surface and the gear requires a 42" clearance. The NEC Handbook shows the three conditions for clearances in Exhibit 110.9. I am confused by the term "Effectively Insulated" which is what he based the requirement for the clearance which makes us move the switchboard
