minimum disconnect height

hey guys, is there a minimum height for disconnects and breakers? I know the maximum mounting height is 6'-7", but is there a minimum mounting height? I think its 4' for meters, but what about a disconnect handle or breaker?

Also, utilities often require the meter to be at around 5.5' to center, which will dictate how high your service disconnect is, if it is integral with the meter.
 
This passed for an AC. I didn't rough this house in, but I sure made a stink about it when I had to trim it out.

The guys who roughed this is were apparently too lazy to go outside and drill a hole at a respectable height, so they just drilled out from the basement through the rim joist. I ended up laying on the ground to wire it up.
 
Ken that is ridiculous. Sorry you got stuck with it. I guess the code section 440.14 should mention snow drifts rendering the disconnect "not being readily accessible" IMO...only.

If that is how they roughed in it is easy to see why they didn't do the trim out.

For what it is worth, there was a proposal to CMP-10 to set a minimum height and it was turned down in the panel meeting. We have not gotten our written ballot yet so we don't have an official vote.

In the comment stage, you guys may want to make comments about the panel's rejection if you wish to have a minimum height. If you haven't made a proposal, you will have to contact the NFPA to get a FREE copy of the ROP (report on proposals). :)
