A client is buying a ground level condo - old row home that has gradually be converted to condos. There are now 4 condos in the building - the ground level one is the latest one to be carved in (after it was deemed illegal). Anyway, the area is now fed off the 1st floor condo (two other condos are on the 2nd and 3rd floor). The owner is now going to split the ground level condo off the 1st and is planning to put in a 60-amp service. Existing in the building is a 150-amp main (likely circa the 1960's), with 60-amp services to each of the original 3 apartments (there is also an owners panel, rated the same). Is the owner's plan legit? What impact does this have on the entire building? Is a 100-amp service needed for the ground level condo?

As far as the individual unit, a 60 amp feed is allowed see 230.79(C), notice that the 100 amp minimum service is for a One-Family dwelling, however, I'd think it is time to recalculate the individual units as well as the building per 220.
