I do not feel that the pedastels are "built or constructed" and nethier have the inspectors which have inspected my projects. your thread specifically concerns buildings and structures which thes pedastels are clearly not. Yes the are manufactured and installed but constructed? Not in my most humble opinion. O f course the panel feeding these pedastels where installed would require ground rods.

If you look up the definition of manufacture it's almost the same as the definition for build or construct.
 
no different than installing a receptacle at that point in my opinion. If you "construct" a 4x4 mount for the receptacle is it then a "structure"? I think not. the pedestals that I have installed contain 4 outlets in and outdoor box with self contained weatherproof covers and circuit breakers with weatherproof covers. I attach this assembly to a6x6 post and loop the feeders thru. never have I ever had an inspector consider this as anything more that a mounted outlet and never had them called a "structure".

It is a structure to the NEC, no ground rod required as it is likely fed with just one branch circuit.

That would still be a structure by NEC definition but it would fall under the exception to 250.32(A) since it would likely be fed from a single branch circuit or MWBC as Bob stated

now bob i am confused. are you saying rods are or are not required?
Stew, rods are required at a separate structure however if the feed to the structure is no more than a MWBC then no ground rods are needed. That is what the exception in 250.32(A). Obviously a panel is not required either.
