So I had to go to the auto parts store earlier. The service for the strip mall consists of 3 or 4 cabinets in a row right infront of the auto parts store. I noticed a pair of doors was open so I looked inside, guess what I saw. It was raining pretty heavy and water was pouring off the roof right onto the top of the panel that is pulled out and right into the breakers.

I wouldn't call it a minor safety issue. IMO any time there are live parts exposed to the public, there is a major safety issue. The rain and water just make it that much worse. The owner of the property/equipment is looking at a huge lawsuit if someone gets injured
