Note that some areas can require that AHJ inspect to specs/approved plans in there is a law/ordinance requiring it.
I know that happens, don't mean I think it is right. Specifications are between the designer and installer IMO. Be careful with term AHJ, designer can be AHJ. Typical State, City, County building inspectors are just those that enforce the laws, but the law generally states NEC is the code they are to inspect to. Anything beyond that makes such inspectors part of the design process in a way, but their function is to ensure minimum standards for safety of life and property are met.
