My understanding is that this is a law without any teeth.

That being said, I've been sending my apprentice to school for going on two years. I believe he's now eligible to take the residential journeyman's test. He'll continue on to get his full journeyman's license (3 more years).

He'll be a much better electrician then someone who pulls romex and bends conduit, but doesn't understand the code or the theory. I think it's well worth the money. And it's the law.

I emailed the Department of Labor in regards to this and this is what the email said back:

Registration of unlicensed electricians becomes law on December 1, 2007 and is required on and after January 1, 2008. This will affect any person performing electrical work that is not exempt from licensing.

Information and applications will be mailed to all licensed electrical contractors, elevator contractors, technology system contractors, and registered employers of maintenance electricians in September. We hope to get the information in the mail no later than September 21, 2007.

Just thought I would pass the information along.
 
I had an apprentice (recently accepted into the program) bring me a form to day for his apprentice license. Now in my opinion I feel this should be free as these guys are the last that can afford another tax on their wages, but no the local jurisdiction wants to hit all workers for some extra cash. As part of the form there was a requirement for 3 people to sign confirming he was a sound person of good moral character. Now in our area they do not require this of licensed contractors, but the do of apprentices. Not that I do not want honest upstanding people, but any 3 folks can sign off on this, if the apprentice is dishonest he can sign for all 3.
 
Some municipalities in Kansas required it when I was there. Mississippi and North Carolina (where I am located now), don't require any licensing for the electrician. The licensing is only for contractors. Makes you wonder who is really qualified in those states.

For those who do not know be aware!!! This affects all Minnesota Electrician Apprentices!! (for those with a lisence please pass the information on!)

You must register with the State of MN Department of Labor as an apprentice electrican by December 1, 2007.

The fee is $15.00 and you pay this fee each year for this license.

If you do not register - beware!! your hours will not count after Jan. 1, 2008

Exam Qualification. After January 1, 2008, work experience hours required to test for the Journeyman A exam, Elevator Constructor exam, Maintenance Electrician exam, and Power Limited Technician exam will only be accepted or recognized if earned while registered as an unlicensed individual. Verified hours worked before January 1, 2008 will continue to be recognized and accepted.

Sorry about the late delay...Some areas inforce it others don't. I believe someone mentioned it was a law without teeth, I'll edit that to add it has baby teeth, though they're not too sharp and pointy. :) That said, I have heard rumors that there are areas in CA that are enforcing this with a passion...I guess it's all up to the GC. I know that there are companies who are "voluntarily" enforcing this "law" and enforcing the 1:1 (apprentice to journyman) ratio.
