Moble Home (2) Feeders

I know this is an old thread but it is still relevant today. We do 2-3 mobile / manufactured home services a week in multiple counties and seems like none of the inspectors have the same opinion on this. 4 out of 5 mobile homes we build services for seem to come with a spilt AC system rather than a package unit now. So where are they supposed to be fed from. The pole or the interior panel? If interior , is it designed to have the additional load of a split system
Added to it ? 50% of the time ther are not enough spaces in the panel for 2 more 2-pole breakers. Also our POCO sometimes specs the meter location that cannot deviate from. When it 2’ from the home it’s very difficult to install the feeders 18” deep and then transition up onto the under slab. But seems no matter what county or city we go to it’s always a discussion about what’s legal
Or not. Really wish the NEC would cover mobile/manufactured/ modular homes

More in depth than they do.
Problem is much of the requirements are found in the HUD regulations in regards to mobile and manufactured houses and some that actually circumvent the NEC so I think not much effort will be applied by NEC to add to or go into more depth for this installation.
