Have an inspector that is making me sleve romex in a DCA listed/approved house. The romex in question came with the house as part of the under house wiring. Should he be doing this?

....is this wiring already made up or is it made up on-site as part of the finish work of the project?

The romex in question came already complete we had to cut and add jbox to satisfy him

Would 545.4(B) come into play for this area?

I don't know what state you are in but if is Pennsylvania then the AHJ does NOT have the authority to make you do that. If it is a factory defect then there is a process that you have to go through by complaining to the State so they can follow up with the factory inspectors and find out why they are missing these items.

what code is the house inspected under, should be on the identification label, the inspector should be looking for visual violations
