Modular meter center with main disconnect - how many disconnects

Would this modular meter center with a main CB count as 1 of the up to 6 allowed service disconnects or would it count as 12?

I'm thinking 1 but just want to make sure.

The main would be the service disconnect. The other twelve are not.
