It is any two loads that are "unlikely" to run at the same time. Note, it only says "unlikely".

It does not require interlocking to prevent the two loads from running at the same time.
That is very good news, I will be sure to remind the electrical contractor. I primarily work controls so I planned on using PLC to prevent more than x amount of motors from being on at once. I am sure I could even use relays to accomplish this.

A mode or process that simply can not by nature of the operations can not run while some other mode or process is running is one way of determining unlikely to run at same time. There could be some common loads to multiple modes/processes yet not all loads run for each mode/process.
