I have 20A breaker 208V feeding to 240V single phase receptacle which connects vacuum

I also have 20A breaker 208V feeding to 240V single phase receptacle which connects air compressor

Can receptacles count as disconnects for those items? Which Article 422 or 430 and section would say that?
 
It seems for technical purposes 430 seems to be pretty informative says a variety of links through a google search including one link to this forum, the only place were a cord end to receptacle may not be a good idea is in an explosion rated environment for obvious reasons.

Its all about safely disconnecting equipment for servicing or testing.
 
If it's a factory cord & plug, likely 422.33; otherwise 430.42(C)
 
The receptacle does need to be rated for the HP of the motor, problem is finding the information.
