Motor Disconencts

Are there any other code articles that allow a disconnect to be mounted adjacent to the equipment, other than as allowed in 240.24A4?

I have a motor mounted at 20' AFF, and the disconenct is adjacent, and the inspector is requiring the disconnect to be no higher than 6' 7". I realize they can interpret how they want, and he would not give an article to back his requirement up.

404.8(A)Exception No. 2: Switches and circuit breakers installed
adjacent to motors, appliances, or other equipment that
they supply shall be permitted to be located higher than 2.0
m (6 ft 7 in.) and to be accessible by portable means.
