I apologize I don't know how to link this but...if you go to www.osha.gov, select 'advanced search, select 'standard interpretations, enter 'std 1-7.3 in 'find in document' block you can scroll down to "motor starter circuits and energy isolation devices".

My first thought is yes. My second thought is I seem to recall some kind of requirement that you be able to visually inspect the poles of a disconnecting device for proper function as part of routine maint. I'm not sure you can see the poles open up inside a manual starter.

How would this be possible if the disconnecting means was a CB?

This was an issue in the 1999 code cycle that was addressed during proposals I believe it occurred in the tap requirements 430.53for group installations. . Apparently some manual starters are also listed as disconnecting means. If memory serves me, those that are listed would have additional gutter space and be subjected to additional contact testing. It is important to investigate the product you are using to ensure it contains that additional listing. Sorry I'm away from my library

430.109(A)(6) Manual Motor Controller. Listed manual motor controllers additionally marked ?Suitable as Motor Disconnect? shall be permitted as a disconnecting means where installed between the final motor branch-circuit short-circuit and ground-fault protective device and the motor.
Note that there is no requirement that it be lockable at all, simply marked "suitable." In fact, Section 403.102 does not require any disconnect, motor or controller, to be lockable as long as at lease one of them is ?in sight? from the motor. The product standards (NEMA & UL)for most acceptable disconnecting means do have a provision for locking but it is not a direct NEC requirement.
