So you should be able to get to the shaft or coupling and try to turn it by hand. Unless it's a positive displacement pump (unlikely for the application) it won't matter if the pump is full of water.
That was it! Adjusted the valve and it brought the amperage down. The pressure isn't quite where she wants it now so I'm not sure what to do but at least the motor is back to normal. Thank you all!

Apparently there is a separate change in the filter itself which has, for now, changed its flow versus pressure curve. That is not going to be an electrical problem.
