What percentage is the industry standard on 277/480 3-P motors tolerating voltage sags or swells?


For steady state conditions, NEMA specifies that motors should run from plus/minus 10% of its nameplate voltage without any difference in efficiency or performance. In this case, that is 249.3V to 304.7V for a 277V motor or that would be 432V to 528V for a 480V motor

Voltage sags (or swells) we define them as events lasting for less than a half cycle to one minute where the voltage value increases (or decreases) from 11% to 90% of the utilization voltage. I believe a motor can withstand an event without getting damaged.
