Mounting a Plastic Single Gang With Screws INSIDE of box

Problem is it is Jamaica... no double walls, no moisture barriers... simply concrete blocks with concrete columns... plaster on both sides... slap windows into it... they allowed pvc pipe due to all the rusted out emt.
but no good answer yet for the boxes. They use the adjustable gang metal boxes but all of them are imported and the cheap metal usually. Cannot find plastic boxes. Inspector said he would flunk plastic box as it would not properly ground the wire until I proved it to him..lol... I showed him how a properly connected ground pigtail system made the ground work, with or without a metal box, and the plastic box with screw...Canadian I think, worked just as well as the metal box for grounding purposes.
Now Britain is saying that consumer unit needs to be metal for fire reasons so will we see the same again with the outlet boxes?

No paint? That is your moisture barrier. Below grade usually gets roofing cement applied or something similar as a moisture barrier.
