Mounting EV charger, (rock) me (hard place)

Hi everyone, long time lurker and just decided to join. I'm going to be installing a couple new EVSEs in a few days and I'm stuck between a rock and a hard place. The old EVSE is a vertical free standing unit, all metal, outdoor rated. The facilities people want me to mount the new wall mount style EVSE to the front of the old unit just like has been done on all their other units. Local AHJ said it was fine because feed wires are in conduit from new unit, through old unit and into the original embedded conduit. Also said since the old pedestal unit was sturdy it was fine.

One of guys at my shop I answer to claims it's not code and can't he done but will not tell me why it's not code. I've hunted the NEC book and just can't find an answer either way. Can someone give me some guidance as to where to look?

Basically stuck between a customer backed by the AHJ saying mounting the new unit to the front of the old unit is fine and has been done this way several times before vs my up line saying it's not code but won't say why.
 
Unless it violates something from the mfg, like saying it has to be mounted on the wall, I know of nothing in the NEC that would prohibit it. If the AHJ/inspector says it's ok, why would your foreman/co-worker/manager be against it?
