Mounting height of Panelboards

I understand working spaces (width & depth) as stated in Article 110.26-Spaces About Electrical Equipment. What is the minimum & maximum height panelboards (lighting & power panels) must be installed from the floor, per the NEC, to maintain compliance to "Readily Accessible" concerns.

Art.404.8(A) gives you the max. height of the highest switch but there is no max. or min. of height of the panel board

Question does the 6 ft 7 in requirement apply to the actual install or to what may be installed at a later date.In other words is it ok to have the busses above that height if there are no breakers installed at time of inspection ;)

I would think you would not want to have the buss higher than that because how will it pass when you use it at a later date?

But then you can look at 404.8 (A) Exception 1
on busways installations, fused switches and circuit breakers shall be permitted to be located at the same level as the busway, suitable means shall be provided to operate the handle of the device from the floor.
