Mounting meter and disconnects prior to brick siding?

when I first got my license, I got a large job with a fair amount of underground conduits. The super wanted me to get my conduits in before the rough grading was done. Being young and not too experienced I did it. In some cases my trench was 5' deep and when the rough grading was done my conduit was on the surface of the ground. Long story short, why does he think you should go to so much extra work to make his job easier? He needs to understand the order of things.
 
I've encountered meter bases that were either bricked around, or vinyl siding was around it, and I had to replace the meter base. The new meter was larger and that left a mess to fix after the meter base was installed. You might mention this to the GC.
Also, it would be another mess with the disconnects that are required. Also be hard to run conduit into the bottom of the meter and also out to the disconnects with the meter being recessed in the brick.
Tell the GC, NO!!!
