Good find, I hadn't seen that. So it basically confirms what I heard for CA, 3 components including the enclosure.

Thank you all, this was very helpful. Also I just found out I'm not gonna need any relay. The VFDs the pumps comes with can be interlocked and programmed to alternate pumps.

You may also want to include a mode where either pump can be taken offline for service while the other one continues running normally, without alternating. Possibly via auxiliary contacts in the motors' safety switches.

In WA an end user can build a control panel as long as all the parts are UL listed and it’s inspected. Not all control components are UL listed, many are backwards UR component recognized and can only be used by a panel shop usder UL 508A. There are exceptions for industrial locations
But if you build your own get an enclosure with a back panel. I was using Saginaw as their enclosures were better than Hoffman, less expensive and better availability.
