Moving 12 kV Cable into Wireway

I'm currently looking into moving an insulated cable, which is connected to a 12 kV knife, into a wireway. The cable is currently running vertically along a wall, in a substation room, with no guarding. I've never dealt with moving a cable of this potential and size before, so I'm not sure if it would be safe to move while live. No conductor connections will be worked with, just physically sliding the cable and enclosing into wireway.

Any opinions are appreciated on the safety of moving this cable while energized.

what is the purpose of moving it into a wireway?

I am not a fan of messing with live conductors, even much lower voltage conductors.Are you just trying to guard the conductors? do they even need guarding? If so maybe a fence could be added that would not require even touching the conductors.
 
I hate to assume... but I suspect the cable has been this way for some time? Naturally waiting until you can shutdown the feeder would be the way to go. A hazard analysis should define the risk of leaving it as is vs moving it live.
With that said we have overhead insulated arial cable and we have faced this problem many times in replacing a poles while the lines are energized. In the past we often would work the lines hot...today not. The consequences if something goes wrong out weigh eveything else.
