Moving Electric Service from Basement to 2nd Floor Due to FEMA REQ -Fill Basement

Current Code that we will have to upgrade our home too, will make us Fill in an existing basement. The current 100 AMP service lines will have to be extended to the 2nd Floor via Conduits. What kind of Spice boxes will I be allowed to use in what will now be a Crawl space? Do they make intermediate Splice Boxes for this purpose?
