I am surprised you got the load calculation for the feeder to be less than 40A in California.

How did you get around the electric readiness for dryer / stove top in the calc?

Doesn't look like anyone has asked "Why wasn't this caught before a permit was issued?" That amount of so-called violations, like wanting 60 amp feeds instead of 30 amp, should have been addressed long before any work started.

I dont deal with the permits but my boss often gets 'express' permits where he does not need to submit any plans then were at whatever inspectors mercy.
I think on every service change up to some amount of amps you can use that 'express' option.
We had one like this job recently, we will power down 4 apartments and replace the service gear.
My boss opted to have our EE submit plans for review,
This made the permit cost considerably more, he has to pay the EE, and delayed the job quite some time, we were supposed to do it last November and it just got approved.
However all those issues were ironed out in advance including a nasty issue around fault current over 25k.
