Yes but you still need power from B in event they get garage.

Power from B would be run within the house from their electrical panel to the transfer switch located on the exterior of the house before the wiring goes underground from the house to the garage.

By the way what is a garage ? Place to store junk ?

What is garage? For real? :confused: It's a place for you to pull in your vehicle(s) and store them when not in use.

I'm sorry. I've really done a bad shop at presenting the problem. Yes, the garage is detached.
 
I've come across this scenario many times in buildings where several tenants share one service. The best solution I've found is to install an Emon-Dmon watt meter on the appropriate circuits and charge the user for the KW's used.
 
Detached changes the image. I was assuming garage was in the middle. Now transfer switch makes more logic. You will need to switch the neutral.

In FL we seldom see garages used for cars.
