Jim,
Another 15 minutes and the wire would have been gone,along with 2 apartments above it.
if this would have happened there is a better than average chance everyone in the units of this bldg in a close proximity of the calamity would be evacuated even if the feeders were run around the block to get to each unit.

There would be major structural repairs


Now, it is very likely that with everything considered, the feeders might be replaced to every unit anyways.

Did have an 8 unit building and they wanted a price to move the service as rather than rebuild the gutted 4 units on one side they were just going to shorten the building.It was a section 8 and they decided to pocket the money rather than rebuild 4 units that were not renting well anyways.I just think in general if the feeders didn't go thru other units we could avoid maybe evicting a hole building over 1 or 2 units being destroyed.

A good idea is to try and keep design issues and code issues separated. It would be easier to follow and less distracting to those who may not be able to distingush between the two.
Most everyone would like to see a more perfect world, but the NEC is MINIMUM and is not intended to be anything more.
You mentioned 30 fire jobs in a very short time period, I hope those were not electrical :D

We were working for a disaster recovery company.
About half were electrical .Worst was a customer found some used recess cans no frame or junction box ,just the can,He mounted them with nails and of course no IC .The connections were open splice in ceiling .On the demo i found the answer,a re insulation tag from about a year earlier.This 250,000 home had 175,000 in damage, all because a homeowner did it himself.
Others blamed on lightning(recess can hit by lightning !!!!!)YEA SURE
One actually was lightning, blowed a hole threw a window and circled the room.
The one item that always takes the heavy toll on damage is the central air.It does a fine job of spreading smoke all thru the house.
It was a very learning type job.
