Multi Family Grounding

We are having a debate in our office of whether or not you have to ground the cold water and gas of a multifamily residential dwelling with a ground ran in the SER and the main grounded to the Ufer. Anybody know the article?

Not sure what you are asking.

Article 250.104(B) is for the gas pipe. The water pipe must be bonded also 250.104(A)

The article you are looking for is 250.104, I believe.
Normally your water system would be bonded to the service but there are some particular multi-occupancy exceptions.

The ground in the ser is an equipment grounding conductor (EGC), not a grounding electrode conductor (GEC) that is required for the bonding of a water pipe. Are you wondering if the ground in the SER cable was big enough could you use it by connecting the GEC to the sub panel? If so, look at 250.62(C)
