The areas like Pool house, equipment room, office, laundry etc not actual multi family construction. Are those areas considered commercial?

IMO, if it's not residential, it's commercial. The areas you posted are not dwellings. Ergo......

The mechanical/ boiler room may be residential or commercial depending on if it serves 1 dwelling or more.
