FOR A MALL WE HAVE A MAIN SERVICE GOING INTO THE MALL, AT EACH STORE A SERVICE GOES TO EACH. WHEN ONE TENANT TAKES OVER TWO STORES, HE ALSO TAKES OVER THE TWO SERVICES. THE ELECTRICAL INSPECTOR SAYES THIS IS NO GOOD BECAUSE THIS NEW STORE CANNOT HAVE TWO SERVICES(BOTH ARE 480V). WE NEED THE TOTAL POWER. IS IT BECAUSE WE BROUGHT THE TWO TOGETHER IN THE SAME ROOM. IS THERE SOMETHING IN THE CODE THAT SAYES WE CAN OR CANNOT DO THIS. PLEASE ADVISE

Take a look at 230.72(A) The two to six disconnects as permitted in 230.71 shall be grouped. Each disconnect shall be marked to indicate the load served.
In other words, the AHJ is correct.

You indicated that a service was brought to the mall. This is you service point. All loads after the service point is premises wiring. Definitions: "Service Point. The point of connection between the facilities of the serving utility and the premises wiring". What you descried is premises wiring. You need to be in Article 215 Feeders. That will aloud the two panels in the one area.

Paragraph 225.1 states "This article covers requirements for outside branch circuits and feeders run on or between buildings, structures, or poles on the premises; and electric equipment and wiring for the supply of utilization equipment that is located on or attached to the outside of buildings, structures, or poles."
I'm sorry Charlie but what does this article have to do with premises wiring inside a Mall?

Unless there are other factors not mentioned in the original post, this install is about feeders and is similar to having two different voltages used in the same suite, each having it's own disconnect.

The inspector could use 230.2(C)(3) and 230.2(E) to allow you to leave the two separate services.
This is a common occurrence with commercial buildings like strip malls.
