Some USA type multi-voltage ballasts certainly appear to work over a voltage range, rather then on 120 volt or 277 volt only.
Such ballasts are almost unknown here as everything is 230 volts. However I recently installed some multi voltage ballasts on a farm in the UK.
The nominal voltage was 230 volts, but the actual voltage varied from 255 with only the lights on, down to 200 volts with machinery running, and as low as 150 volts during motor starts.
Such wide variations in supply voltage rendered regular flourescent or incandescent lamps almost useless, the multi voltage USA ballasts have worked perfectly.
