What is really frustrating is that the homeowner was there and has absolutely no idea about the technical language that was going back and forth between me and the inspector. All he can understand is red means bad and green means good. I’m going to attempt to take this above the inspector

Thank you for your reply!! I told him the same thing about handle ties and he said I’m completely wrong! I’ve actually never watched a handle tied breaker trip before so I didn’t have experience to back up my statement. But I was always told that they didn’t trip the other breaker. And for what it’s worth, Michigan doesn’t require AFCI protection. Anyway, thanks for the reply!
If the breaker that tripped has enough force to pull the other handle it may actually turn the second breaker off, will not "trip" it though, but with the main players still remaining today in the miniature breaker market I think they all will trip without effecting the other breaker via a handle tie.

In most cases because of the handle tie you will end up turning the non tripped breaker off when resetting the tripped one though.
